He founded and led an international consulting firm with presence in more than 20 countries across Asia, Europe, and Africa and provides technical support to both public & private sector agencies and clients. As the head of an international think tank, IPAG, Prof. Khasru has led multi-stakeholder dialogue and consultation both within and outside Bangladesh and has played a key role in formulating policy recommendations for both the government and multilateral agencies. Prof. Khasru holds an MBA from Wharton School of Business, University of Pennsylvania.

Aladdin D. Rillo joined ADBI in May 2013. Prior to that, he worked at the ASEAN Secretariat in Jakarta where he served in various positions, including as Director and Chief Economist of the ASEAN Integration Monitoring Office. His other professional experiences include: Senior Manager and Head of Centre for Economic Excellence (Transfer Pricing) at PricewaterhouseCoopers in Toronto, Canada; international consultant at Asian Development Bank; Assistant Vice President and Chief Economist at Development Bank of Singapore Securities Philippines; and visiting lecturer at Chinese University of Hong Kong and Varna University of Economics in Bulgaria. His areas of interest include regional economic integration, particularly financial integration, cooperation and monitoring of economic integration. He obtained his MA and PhD degrees in economics from the University of Hawaii at Manoa.

Mr. Goyal is a senior power sector specialist with over 30 years of experience. He is currently working as the Managing Director of Tetra Tech, India. He has led several projects sponsored by USAID, ADB, World Bank, MCC, JICA, etc. distribution reform, clean energy, demand side management (DSM), transmission and regulatory. He has also been involved in two cross border electricity transmission studies. One was feasibility study for transfer of 1000 MW of power from India to Pakistan, funded by World Bank. The other was the MCC funded transmission feasibility study for Nepal, including two 400kV cross border lines with India. Mr. Goyal has completed his undergraduate and masters in Engineering from IIT, Roorkee, India and MBA in Finance from IGONU, India. He was recently awarded the PhD. Mr. Goyal is a frequent speaker at national and international forums and his views are published in leading newpapers and magazines. He has co-authored three books; two on distribution reform and one on Agricultural DSM.

Dr. Farhad Taghizadeh-Hesary is a faculty member and Assistant Professor of Economics at the School of Economics, Keio University, Tokyo, Japan. In addition, he is also Senior Assistant to the Dean of the Asian Development Bank Institute (ADBI). At the same time, he is an Advisor to the Vice-Minister of Economic Affairs and Finance and Int’l Finance Advisor to the Vice-Presidency of the Science and Technology of Iran. He obtained his PhD in Energy Economics from Keio University (2015) (with scholarship from the government of Japan: Monbukagakusho) and master’s in Energy Economics from Tehran University, Iran (2011). He was a visiting scholar and visiting professor at several institutions and universities such as the Institute of Energy Economics of Japan (IEEJ) (2013-2015); Credit Risk Database (CRD) association of Japan (2014-2015) and Graduate School of Economics of the University of Tokyo (2016-2017). He has published on a wide range of topics, including oil and energy economics, Green finance, SME finance, monetary policy and banking. He has authored more than 40 academic papers and book chapters including co-editorship of four books: “Monetary Policy and the Oil Market” (Springer: 2016), “Japan’s Lost Decade: Lessons for Asian Economies” (Springer: 2017), “Money and Modern Banking” (in Persian) and the Handbook of Green Finance (Springer: forthcoming).

Youngho Chang is with School of Business, Singapore University of Social Sciences. He specializes in the economics of climate change, energy and security, oil and macroeconomy, and the economics of electricity market deregulation. He has published his research in various internationally referred journals such as Energy Economics, Energy Policy and Econometric Journal. He has also edited books such as Education and Sustainability, Energy Conservation in East Asia, Energy and Non-Traditional Security (NTS) in Asia and Rethinking Energy Security in Asia. His current research interests are oil price fluctuations and macroeconomic performance, the economics of energy security, bridging research and pedagogy in sustainability, water pricing and allocation regimes, probability risk and decision analysis in underground space creation, future resilient systems, individual carbon budget and trading, and energy use and climate change. He has been working in various cost-benefit analyses examining the economics of carbon emissions reductions and the impact of carbon control on operations and supply chain. Before working in the academy, Dr Chang worked as a landscape architect for two years in Korea and Saudi Arabia, and a financial analyst for four years in Korea. He received his Ph.D. in Economics (Environmental and Resource Economics) from the University of Hawaii in Manoa, USA.

Mr. Dube is a lead energy and climate change expert with 30 years of experience in planning, management and implementation of energy and climate change programs in South and South-East Asia. Prior to joining IIEC, he has worked as Chief of Party for USAIDs Partnership to Advance Clean Energy–Deployment (PACE-D) Project in India. Mr. Dube established the PACE-D program before he joined IIEC as Vice President, South Asia. Prior to that he worked as the Vice President with Emergent Ventures India (EVI) Pvt. Ltd. and led the international business in South Asia & South-East Asia for Sustainability & Climate Change related programs. He has strong background of design and implementation of country level energy efficiency programs for buildings, appliances, municipal, industrial and agriculture sectors. Prior to EVI, Mr. Dube has worked with ICF International (2006-2010) as Senior Project Manager at New Delhi office and built the practice for Energy Efficiency & Climate Change. In the past, Mr. Dube has served as the Deputy Chief of Party for USAID funded ‘Water & Energy Nexus–II (WENEXA-II)’ and ‘Energy Conservation & Commercialization–II (ECO-II)’ Projects in India and as the Country Coordinator for CLASP in India.

Dr. Ravi Segal joined GE in May 1996 and is the Business Leader for Energy Consulting since 2008, focusing on power system planning and grid interconnection studies, as well as technical and economic evaluation of new power projects such as thermal and renewables. He frequently serves as a consultant to the power system planners and system operators for policy recommendations on grid codes and tariff norms for various technologies including renewables. Prior to the current role, he worked as a Technical Specialist for installation, testing, commissioning & troubleshooting of excitation and speed control systems and field testing of generators for assessing their residual life. Before joining GE, Dr. Segal worked for Bharat Heavy Electricals Limited (BHEL) from 1985 to 1996 in India as a technical leader and project manager for installation and commissioning of power plants. He obtained his PhD degrees in Power Systems from Indian Institute of Technology, New Delhi. He is a senior Member of IEEE (USA) and a chartered Engineer and a life Fellow of Institution of Engineers (India).

Md. Harun-Or-Rashid Khan has been serving as Joint Secretary, and the Director General of Hydrocarbon Unit under EMRD since 2015. He is also the Director of the Board of Directors of GTCL.
Previously, he has worked in different capacities for the T&T board under BCS Telecommunication Cadre services, Carrier & Wireless Division, Barisal and Upazila Telecommunications Region in Bangladesh. He joined as Deputy Secretary in 2009 and started working as Deputy Director (Admin & Research) in Department of Disaster Management.

His main responsibility is to look after the external affairs of Power Division which deals with the regional, bilateral and cross border cooperation in power sector. He graduated from the University of Dhaka and obtained his masters degree from the University of Wollongong, Australia. Before joining the Power Division he served in different key positions in the field administration of the government of Bangladesh.

She is involved in carrying out one of the important mandates of RDD – the promotion of research and development in renewable energy and energy efficiency through awareness and implementation of pilot projects.

Ms. Dechen Pema Yangki got selected through the Royal Civil Service Examination to join the Department of Renewable Energy, Ministry of Economic Affairs in 2012. In the past six years, she has been involved in different activities such as coordinating on behalf of the Department as the Executing Agency for the Pilot 600 kW Wind Power Project in Bhutan and undertaking the development of the Energy Efficiency Roadmap 2025 under the Intended Nationally Determined Contribution project funded by the UNDP. She has been a team member for the updating of the Bhutan Energy Data Directory which gives the overall energy consumption scenario in the country.
She completed her Bachelors in Engineering (Electrical) from College of Science and Technology, Chukha, Bhutan in 2011.

Mr. Denkar serves as Deputy Executive Engineer under the Transmission & Power System Division, Department of Hydropower & Power Systems, Ministry of Economic Affairs, Bhutan. Since her joining in 2012, he has been associated with the policy and planning aspects of the Hydropower Projects, specifically in the areas of Transmission systems. His division ensures that the implementation of the transmission system is carried out in line with the master plan.
He is one of the core team members from Bhutan for the South Asian Regional Power Exchange (SARPEX) mock exercise project which is involved in deciding the bidding strategy for day ahead market, providing the necessary generation & load data, and preparing and submitting the bids on the basis of understanding the market rules and design.
He has a Bachelors in Engineering (Electrical) from the only Engineering College in Bhutan, College of Science & Technology. He was also one of the recipients of the Erasmus Mundus ECW eLINK programme funded by European Commission to Lyon, France.

Mr. Shoyabahmed Kalal is a member of the Indian Economic Service (IES) of 2011 batch and is currently Deputy Director in Ministry of Environment, Forest & Climate Change, Government of India. In his current role, he is responsible for all bilateral negotiations of India in the area of climate change. He has been part of G20 Working Group on Climate and Energy in 2017 under German Presidency. Mr. Kalal has been handling the PMR World Bank Project for India to device new Market based instruments (MBIs) in Medium and small enterprises and also for waste cycle to achieve reduction in GHGs.
efore Mr. Kalal had been entrusted with responsibilities of Climate Change Division, MoEF&CC, he was instrumental in preparation of budget of the Ministry. He was a key official in allocation of financial resources for all the schemes/ projects of the Government of India under MoEF&CC including for Coastal Management, Biodiversity conservation and Wildlife Management. The officer has been part of India’s National Action Plan for Climate Change. He has played a significant role in evaluation of Government of supported programmes and projects.

Shri Sanoj Kumar Jha is an officer of Indian Administrative Service (IAS). He has worked in various capacities with Government of Sikkim, Government of Jharkhand, Government of India and United Nations Development Programme (UNDP) during last 20 years of his career. He has worked in diverse sectors like district administration, rural development, planning, training, tourism, tribal affairs, heavy industries, commerce, animal husbandry and mines. He is currently posted as Secretary in Central Electricity Regulatory Commission (CERC), the Central Regulator in the power sector in India that functions under the provisions of Electricity Act, 2003. Inter alia, the functions of CERC are tariff regulation/determination of tariff for inter-State generation/transmission of electricity, licensing of transmission and trading in electricity, dispute resolution, framing of regulations etc. The CERC is in the process of framing regulations for cross-border trade of electricity.

Shahul Hameed currently works as an Electrical Engineer at STELCO, charged with operation and maintenance of Generators, Auxiliaries and Switchgears. In 2012, he joined State Electric Company Limited (STELCO), Maldives as an Assistant Electrical Engineer. Since then he has worked closely in major projects carried out at STELCO including the installation of two generator sets of fourth power extension project in 2012, commissioning of Cummins generator sets in 2013, and installation and commissioning of third engine of fourth power extension project in 2017. He has been a part-time lecturer in Maldives National University and Maldives Institute of Technology.
He received his B.Eng. (Hons.) in Electrical and Electronics Engineering from Asia Pacific University College of Technology and Innovation, Malaysia in 2011. He also attained a Master’s Degree in Engineering Management from University Putra, Malaysia.

Mr. Sahibzada presently works as a Deputy Director (Projects) in Ministry of Climate Change, Government of Pakistan. He has been assigned the projects work aspect regarding Pakistan’s vulnerability on Climate Change threats, Climate Change Adaptation, Mitigation, Nationally Determined Contributions (NDCs), Coordination on Policy matters pertaining to Climate Change and its implementation.
He initially worked with the Country Office and Strategies Support Unit of International Union for the Conservation of Nature and Natural Resources (IUCN) Pakistan under the Pakistan Environment Program. Later, he joined the Ministry of Climate Change (then Ministry of Environment) and served the Ministry in its various wings i.e. National Conservation Strategy Unit, Development Wing, and Environment in different positions since July, 1997. He also worked with the provincial chapter of the Environmental Protection Agency.
He completed his Masters in Environmental Planning and Management in 1992.
